Staff Analysis of the Legislation

HB 177 requires all local law enforcement agencies to adopt an anti-racial profiling policy, as well as implement training to keep law enforcement officers from using a person's race or ethnicity as probably cause to stop a vehicle.  Except for road blocks, law enforcement officers would be required to fill out a form whenever they stop a motor vehicle, issue a citation or make an arrest that indicates the race and ethnicity of the driver and details of the stop.
